    Traffic Systems APL Overview

    Section 316.0745, Florida Statutes, states that "All official traffic control signals or official traffic control devices purchased and installed in this state by any public body or official shall conform with the manual (MUTCD) and specifications (in our case it is the MSTCSD) published by the Department of Transportation."

    The Department of Transportation evaluates and pre-approves many types of devices, however, the Traffic Operations Office specifically certifies only traffic control signal devices.

    All contractors, manufacturers or suppliers who intend to install or sell a Traffic Control Signal Device within the state of Florida must follow the Department's APL Approval Process to obtain approval for their device prior to its use.

    What is the Approved Product List (APL)?
    The Traffic Operations Office has the responsibility of certifying (pre-approving) all Official Traffic Control Signal Devices (and related ancillary equipment or materials) used during the construction and/or maintenance of a signalized intersection. On the Approved Product List (or APL) is where this pre-approved equipment is kept. The APL also includes Traffic Monitoring Equipment (count, speed, classification, etc. equipment).

    A Traffic Control Signal Device as defined by the FDOT, is any device, either manually, electrically or mechanically operated, by which traffic is alternately directed to stop and permitted to proceed. This includes, but is not limited to controller assemblies (controller cabinets and their contents); signal heads including their hanging devices; vehicle detector systems (loops, sealant, amplifier), and pedestrian detection systems (push-button, push-button housing and signal).     An Ancillary Traffic Control Signal Device is any device not classified as an official traffic control signal device, but is used to support the application or use of an official traffic control signal device that has also been determined by the Department to require pre-approval and listing on the APL.     For all other pre-approved products, go to the Department's Qualified Product List or QPL , which lists all other approved products and materials utilized during the construction and maintenance of the Department's roads and bridges (paint stripping, RPM's, MOT devices, etc.).
