Commercial Vehicle Information
Systems and Networks (CVISN) is a multi-agency initiative that relies on
advanced technology to improve commercial vehicle operations and safety. The
project strives to streamline the regulation of the commercial vehicle industry
and help motor carriers and motor coach operations in Florida function more
efficiently. The Florida CVISN team consists of various agency partners,
including the FDOT, Department of Highway Safety and Motor Vehicles, Department
of Revenue, and Department of Agriculture and Consumer Services, as well as the
Federal Motor Carrier Safety Administration and private sector representatives from motor
carrier companies and the Florida Trucking Association.
At the national level, CVISN brings together in
one location all the data on a commercial vehicle so the information can be
shared among state agencies. CVISN attempts to provide safety and credentials
information from the agencies to the roadside to assist motor carrier compliance
officers in their day-to-day operations. These activities include individual
safety inspections of trucks, safety audits at trucking terminals, and in some
cases automated bypass or electronic clearance of preapproved commercial
vehicles. This allows approved trucks to stay on the highway rather than
stopping at each state weigh station and safety inspection facility.
The following information is available:
CVISN consists of three main components:
- Electronic clearance;
- Roadside safety inspections; and
- Automated credentialing.
E-clearance is a system of transponders and readers that allow prequalified
vehicles to remain on the mainline of the Interstate rather than pulling into a
weight station. This allows enforcement officers at the station to focus their
attention on those vehicles that may require a higher level of review.
Roadside safety inspections, which can include verification of the commercial
vehicle's weight, are conducted at both weight inspection stations and from
portable scales carried in the officers' vehicles. Officers perform safety
inspections and input the data into laptop computers and then upload the data to
safety systems at both the state and federal level.
Automated credentialing allows a carrier to apply for and receive operating
credentials from its state electronically. It can also include the ability to
apply for and receive oversize/overweight permits electronically.
