2011 Florida Transportation Systems Management and Operations Strategic Plan (February 2011 Version 0.9-1):
This is a high-level document describing the need for TSM&O, program definition, and plan for deployment. It provides groundwork for establishing and maintaining such a program at the FDOT. It also recommends actions which the FDOT must take in the next five years to successfully establish a TSM&O program.
