Feature Import

The ITSFM is a geographical information system (GIS) based Web application designed to manage Outside Plant facilities based on their Latitude / Longitude coordinates. All primary point features encoded into the ITSFM should be based on actual Global Positioning System (GPS) Latitude / Longitude coordinate values to provide all stakeholders with the ability to accurately locate equipment statewide.

The purpose of this section is to provide a methodology for entering new data into the ITSFM database. The system recognizes two types of positional features; Primary Point and Primary Linear features. These features can be entered into the database through individual entries or in mass by using the predefined ITSFM Import templates. The following sections describe the types of data and the methodology for importing new data into the database.

Primary Point Features

Primary Point Features

Point features are items with a definable location and are associated to an individual site such as:

  • The Transportation Management Center sites
  • Communication Facility sites
  • ITS field device sites
  • Electrical equipment sites
  • Conduit access points
  • Support structures
  • Field equipment cabinets

These sites house multiple sub features such as communications and electrical equipment, fiber terminations and other components that together comprise the entire assemble. Typically, these features are shown on as-built plans that may not provide all the detailed attributes necessary to document the assembly, thereby requiring a field inventory. The ITSFM provides for importing primary point feature/attributes and secondary sub feature attributes directly into the database. See Importing Primary Point Features & Sub features for more information.

Primary Linear Features

Primary Linear Features

Linear features include conduit and cables; have a defined start and end point with multiple coordinate values along the feature as it traverses the roadway. Linear features include both electrical and communication conduits and cable.

The ITSFM provides for importing linear features directly into the database. Linear features can be imported as "Primitive Graphics" from electronic Micro Station, Version 7 as-built plans that were created using the Longitude / Latitude WGS 84 coordinates for the installation area. The imported graphics will reside on a different layer and can be converted into new conduit or cable features. When primary linear feature are created, the primitive graphic coordinate value is used to define the features position, then the user is prompted to input predefined attributes about the feature in the form presented. Importing Primary Point Features & Sub features

The ITSFM provides for importing primary point feature and secondary sub feature attributes directly into the database using specially designed ITSFM Import Templates produced in MS Excel as shown in the example below:

Electric Equipment Cabinet Components Import Template

This template provides for importing secondary electrical sub features associated to a communication facility or equipment cabinet point features. The sub features include electrical panel, enclosure & disconnects, power receptacle, surge protection, power management, uninterrupted power system, solar power, power supply and various surge protection devices. Additional attributes include:

  • Panel-enclosure-disconnect type, voltage & amp rating, main and branch breaker quantity and amp rating
  • Cabinet power receptacle type (Std/GFCI), quantity and amp rating and if a surge suppression power strip is installed
  • Cabinet surge protection manufacturer and model
  • Power management system manufacturer, model, number of receptacle, IP address and MAC address

This template provides for importing electrical load center, service, utility meter and power disconnect site primary point features and general attributes including the longitude/latitude, facility owner, installation date and the site identification name. Equipment Cabinets & Support Structures Import Template

This template provides for importing field equipment cabinets and ITS support structure primary point features and general attributes including the longitude/latitude, facility owner, installation date and the site identification name.

Additional attributes include:

  • Support structure type, material, length, above ground length, FDOT structure number, the distance to the nearest travel lane, is the feature located in the clear zone or if a lane closure is required to use a bucket truck.
  • Equipment Cabinet administrative usage (ITS or signal cabinet), cabinet type, mount type, if a sun shield is installed, key type, number of filters, filter type & dimensions, the distance to the nearest travel lane, is the feature located in the clear zone or if a lane closure is required to use a bucket truck.

Fiber Device Import Template

This template provides for importing secondary sub features associated to a primary point feature, typically at a TMC, Communication Facility or Equipment Cabinet. This sub feature includes the fiber device type (Ethernet switch / router, fiber modem, fiber transmission equipment, and optical patch panels). Additional attributes include manufacturer, model, serial number, IP address, MAC address, firmware version, fiber mode, number of copper ports in & out, number of fiber ports in & out and fiber connector type.

Highway Advisory Radio Import Template

This template provides for importing the HAR Transmitter and HAR Sign sites primary point features information including general attributes such as the longitude/latitude, facility owner, installation date and the site identification name.

  • Highway advisory radio transmitter attributes include the radio type, transmit frequency & band, FCC call sign & station class and the site identification name for all HAR signs associated with the HAR transmission site.
  • Highway advisory radio sign attributes include the associated HAR transmitter name, communication type, beacon controller type, color, size and sign display dimensions.

ITS Devices Import Template

This template provides for importing ITS Device site primary point feature information including general attributes such as the longitude/latitude, facility owner, installation date, site identification name, device type and SunGuide name.

ITS devices include are:

  • Closed Circuit Television Camera (CCTV)
  • Dynamic Message Sign (DMS)
  • Electronic Feedback Speed Sign (EFSS)
  • Safety Barrier Cable System (SBCS)
  • Trail Blazer (TB)
  • Vehicle Detection System (VDS)

Additional attributes vary based on the ITS device type and may include mount type, point of attachment, manufacturer, model, serial number, if the controller is built-in or if it is located in at the same site of other remote controller location.

Roadway Weather Information System (RWIS) Import Template

This template provides for importing RWIS site primary point feature information including general attributes such as the longitude / latitude, facility owner, installation date, site identification name, device type and SunGuide name.

This template also supports antenna & cable and warning light secondary sub feature. Supported attribute for these sub features include:

How to Use the ITSFM Import Templates

The following steps outline the process and procedures for using the ITSFM feature import templates for mass importing of primary points and sub features data:

Step 1

Download the latest version of the appropriate ITSFM Import Template and the ITSFM Master Code Lists to your computer from this website. Master Code Lists file and Import Templates must be saved in the same folder. The ITSFM is routinely updated so make sure you are working from the current templates available.

Step 2

Rename and save the Import Template on your computer with a new name that is meaningful and specific to your current project. For example, replace the template number with the project number that installed the features you want to import as shown in the following example:

Step 3

Compile a list of both primary feature and sub feature attributes that are needed to encode the new equipment information. Compare your list with the ITSFM Master Code Lists to verify that all the needed attributes are included in the master code list.

Note: The ITSFM Master Code Lists is password protected to restrict edits and allow the FDOT Central Office to manage the code list. This was implemented to ensure accurate and consistent information is populated within the code list and the ITSFM database.

To request Master Code List updates, email a list of new attribute descriptions and it's ITSFM database table name shown in the import templates to Randy.Pierce@dot.state.fl.us. The Central Office will update the Code List and email you the updated version within two business days or less. The updated version will also be posted to this website to ensure the most accurate information is available to the users.

Step 4

Open both the ITSFM Master Code Lists file and the appropriate Import Template file using the most current version of MS Excel. The ITSFM Master Code Lists must be open at all times when populating the templates.

Step 5

Input site and equipment attributes into the Import template worksheet including ALL required fields denoted in the ITSFM table name description header of the workbook. The ITSFM system will abort the importing process if any required field is missing.

Step 6

Validate the completeness and accuracy of your populated spread sheet file then forward it to the Central Office for importing into the ITSFM database. The Central Office will process and notify you within two business days or less the status of the feature import. Email your request and populated template file to Randy.Pierce@dot.state.fl.us.

Note: Once the new data has been imported, it is the inputting user's responsibility to review the accuracy of the data and will need to rotate symbols to parallel the roadway, adjust text location as required and move the ITS device and equipment cabinet symbols away from the support structure symbol (primary coordinate) to provide clarity since they share the same coordinate value as the pole or support structure.

Note: All imported point feature symbols and text will be imported with a zero rotation.

How to Import Primary Linear Features

The ITSFM provides for importing primary linear features (cables and conduits) directly into the database. Linear features can be imported as "Primitive Graphics" from electronic MicroStation, Version 7 as-built plans. The plans must have been created using the Longitude / Latitude WGS 84 coordinates for the installation area. The imported graphics will reside on a different layer and can be digitize into new conduit or cable features.

When these features are created, the primitive graphics coordinate value is used to define the primary linear features position including start, mid-span and end points. After selection, the user is prompted to input predefined attributes about the feature in the form presented.

Note: It is important that linear features in the MicroStation file have the proper start and end points. For example, conduit must start and end at an access point. If this is not the case, the imported linear features will require graphical modifications as they are created in the ITSFM.

The following steps define the procedures to create linear features using primitive graphics:

Step 1

Validate the completeness and accuracy of the electronic MicroStation V7 as-built file then forward it to the Central Office for importing into the ITSFM database. The Central Office will process and notify you within two business days or less the status of the feature import. Email your request electronic file to Randy.Pierce@dot.state.fl.us

Step 2

Notify the Central Office when you have finished using the imported primitive graphics so they can be deleted from the ITSFM. Deleting unwanted graphics will improve system performance.
