This section provides data collection guidance and tools to ensure consistent and accurate data is compiled for encoding into the ITSFM. This system is designed to support various types of field equipment with each having a different set of custom attributes. It is important that an adequate amount of feature attributes be stored in the system to meet the functional requirements for operation and maintenance. It is the responsibility of each FDOT District and Regional Partner to enter the minimum attribute based on their individual needs.



Gathering Source Documentation and Data

Cabinet Inspection

Encoding features into the ITSFM begins with gathering various source documents that contain information (attributes) regarding the location, type, size, year installed, etc. for each equipment site and its components. This step is often supplemented by a GPS survey and/or cabinet inventory to gather information not available in the available documentation.

The source documents typically include the following:

  • As-built Plans - These are the design plans updated to show the actual as-built or installed condition.
  • Cut Sheets & Shop Drawings - These provide specific information regarding the exact materials used to build the system.
  • Splice Diagrams or Fiber Allocation Plans - These diagrams and schematics contain detailed information regarding which fibers are utilized at which cabinets and/or devices.
  • GPS Survey Data - This includes Latitude / Longitude coordinates for all equipment sites and the supporting communication and electrical conduit system.
  • Photographs - These include site photos showing the equipment location area and cabinet photos showing cabinet configuration and close-up photo of the installed components.
  • Maintenance Records - These should document changes in the system components and configuration since the initial installation.

As-Built Plans

Data Collection 2

As-built documentation is the final deliverable for all projects and is a key tool used to operate and maintain the system components as well as to populate the ITSFM database. Therefore, it is critical that as-built records of construction be maintained over the life of the project to ensure the accuracy and completeness of the deliverable.

As-built record drawings document changes and modifications made during installation, compared to what is shown on the approved design plans, and depict the actual type, quantity, and location of assets installed on the project. A complete and accurate set of as-built records is essential in cost-effectively managing the system. Incomplete or poorly documented records will lead to intensive and costly post-construction GSP survey and field inventory to collect missing information.

The ITSFM provides for importing linear features directly into the database. Linear features can be imported as "Primitive Graphics" from electronic MicroStation, Version 7 as-built plans that were created using the Longitude / Latitude WGS 84 coordinates for the installation area. The imported graphics will reside on a different layer and can be converted into new conduit or cable features. When primary linear feature are created, the primitive graphic coordinate value is used to define the features' position, then the user is prompted to input predefined attributes about the feature in the form presented. ITSFM Attribute Forms

Since the as-built plans may not provide the level of information needed, several ITSFM Attribute Forms were created Data Collection Forms to assist with the field inventory process. These attribute forms include:

The following sections provide a description of each ITSFM Data Collection Form including what features, sub features and attributes are supported within. The forms are designed so that different types of forms can be used together to document the entire site or assembly. When the inventory is complete, the user will number the pages to make a complete site inventory package.

Transportation Management Center Site Attribute Form

This form documents detailed information about Regional Transportation Management Center (RTMC) or Other Control Center sites including general housing information, equipment bays & racks, fiber optic cable, patch panel and fiber devices.

Note: The ITSFM is a robust Outside Plant facility management tool and not intended for the management of Inside Plant facilities other than the fiber optic and Ethernet equipment housed at these sites.
