The Florida Department of Transportation (FDOT) Districts have deployed Intelligent Transportation Systems (ITS) field devices, subsystems, and support telecommunications systems in various areas of the state. These subsystems are comprised of a complex network of cables, circuits, wireless paths, electronics, field devices, and electrical equipment.

The ITSFM was designed to support the asset and configuration management needs of the FDOT statewide, multi-agency transportation system including ITS and signal equipment. The ITSFM also supports the related fiber optic and wireless communication network. The ITSFM supports an extensive list of outside plant facilities and equipment used in modern ITS. Some facility owners many not need all the capability offered by this system, therefore they may choose to use all or only part of the capabilities offered by the ITSFM. The FDOT Districts shall populate the following information into the database as the minimum:

  • Fiber Optic and wireless communication networks
  • RTMCs and other Control Centers
  • ITS equipment sites
  • Signal equipment sites
  • Electrical infrastructure and utility demarcation sites

The level of information stored for each of these categories may vary between FDOT Districts. The level of information shall be adequate to support the operation and maintenance of the transportation management system and shall meet the reporting needs for both the Districts and Central Office.

The following sections outline the responsibility of each party as it applies to the operation and maintenance of the ITSFM.

Central Office ITS Section FDOT Logo

It is the Central Office ITS Section's responsibility to provide this tool to the Districts and Regional Partners. The scope of services includes:

  • Maintaining the software license and web hosting
  • Develop and maintain ITSFM standards
  • Providing technical support and User Training
  • Manage on-going software upgrades and modifications needed to meet the User's needs
  • Manage Usage Agreements with Regional Partners

The Central Office ITS Section also uses the system to manage the Statewide Telecommunication System.

FDOT Districts FDOT District Map

It is the FDOT Districts responsibility to populate the database with the information necessary to document field asset attributes and the configuration of the local communication network. This includes:

  • Data collection and field inventory including:
    • Accurate construction as-built plans
    • Approved material submittal package
    • Splice and termination schematics and diagrams
    • Completed ITSFM data collection field inventory forms
  • Initial encoding and population of the database
  • Data validation
  • Maintenance of the asset and configuration information stored in the ITSFM as the transportations management system evolves
  • Annual review of District's authorized users
Regional Partners

It is the Regional Partners (other transportation agencies in Florida) responsibility to populate the database with the information necessary to operation and maintenance the agency's transportation management system. This includes:

  • The same Requirements as the FDOT Districts
  • Paying the Subscription Cost
    • $4000.00 for Sub-Enterprise License Plus $800.00 for First Year Subscription Fee
    • $800.00 Annual Subscription Fee for Each Subsequent Year
  • Sub-Enterprise License Includes 3 Editors and 4 Concurrent Maintainer/Viewers
  • Annual Review of Regional Partner's Authorized Users.

The level of information stored in the ITSFM is at the discretion of each regional partner. If the Regional Partner has granted partial use of a fiber optic cable to FDOT, the agency shall encode the cable and it's configuration into the ITSFM to ensure FDOT has full connectivity of their communication network.
