SAFETEA-LU initiated requirements for addressing High Risk Rural Roads and indicated a need to identify 5% or the most hazardous public roads regardless of the jurisdiction owning the facility. Since 90% of the roads in Florida are under the jurisdiction of local authorities methods for accumulating accurate crash location data for crashes off of the state road system is needed and references to roadway characteristics is needed to assess the level of crash problems on these roads. Due to the lack of data associated with the non-state roads these requirements cannot currently be met.

There is a need to develop a crash location process and associated programming to maximize the automated location of crash reports on non-state maintained roadways. The accuracy of this may not need to be as accurate as the process for state routes. Since it is not practical to collect data on the 100,000 miles of local roads in Florida this project will need to provide for the accumulation of data from local governments when available and to collect a sufficient sample of data for those locations where information is not readily available. This project has three major functions. The most expensive of these is the field data collection function. Analysis indicates that a generalized local road location process could be automated with a low requirement for manual intervention. Processes to capture data from local sources and field samples and project values for local roads will need to be developed
