This 408 project for field data collection is a sub-component of the overall Florida EMSTARS project.
Implementing field data collection at local EMS provider agencies is required for compliance with the
National EMS Information System (NEMSIS) effort
Florida has an existing injury surveillance system (ISS). The Florida EMSTARS project will create a
core component of Florida's injury surveillance system (ISS). EMS pre-hospital patient care information
is a core data set as defined by the State and Territorial Injury Prevention Directors Association (STIPDA).

The EMSTARS solution will be developed in conjunction with the National EMS Information System (NEMSIS)
project based on the NHTSA 2.2.1 Model Data Elements. This project, when successfully implemented, will
improve the timeliness, accuracy, completeness, uniformity, integration, and accessibility of Florida's
EMS patient care records.
408 grant funds will be used to implement field data collection solutions, including the acquisition of
related hardware and software, for local EMS provider agencies in the state. These solutions will improve
the timeliness, accuracy, completeness, uniformity, integration, and accessibility of Florida’s EMS data.
Funding and deployment of these field data collection solutions will also enhance NHTSA’s ability to observe
and analyze national trends in crash occurrences, rates, outcomes, and circumstances.
