The Florida EMS Tracking and Reporting System (EMSTARS)

The Florida EMS Tracking and Reporting System (EMSTARS) project will create a core component of Florida's injury surveillance system (ISS). EMS pre-hospital patient care information is a core data set as defined by the State and Territorial Injury Prevention Directors Association (STIPDA). The EMSTARS solution will be developed in conjunction with the National EMS Information System (NEMSIS) project based on the NHTSA 2.2.1 Model Data Elements. This project, when successfully implemented, will improve the timeliness, accuracy, completeness, uniformity, integration, and accessibility of Florida's EMS patient care records.

Both the traffic safety and injury control communities will be able to access EMS data in summarized reports designed to address specific needs including injury type and severity. The EMS data will also be used to create "sanitized" extracts for use in research, problem identification, and program evaluation.

Sharing this information with other agencies, including Traffic Records Coordinating Committee (TRCC) members, and linking to other data sets will be integral to the long term success of this project. The EMSTARS data will eventually be linked to other data systems within the state such as those containing other medical, roadway, and economic data.

Florida will move to use the maximum number of NHTSA 2.2.1 model data elements as soon as is practicable. The Florida EMS Data Set includes all of the required National Data Elements.
