Safety Engineering Publications, Reports, and User Manuals


T
he Transportation Safety Engineering section produces several reports and user manuals pertaining to traffic crashes occurring on Florida's state maintained roadways, as well as the use of the crash database, skid-hazard database and the analysis tools we have available. In addition, links to other safety publications are also provided below.  Updates will be posted as documents become available. 

Highway Safety Manual (HSM)

You may use the link above to access the Highway Safety Manual. The HSM is being developed by a national task force working under the direction of the Transportation Research Board.  When completed and approved for final publication, the HSM will serve as a useful tool for practitioners in helping them make decisions about transportation safety engineering countermeasures. Publication is anticipated in 2009. The purpose of a HSM is to provide the best factual information and tools in a useful and widely accepted form and to facilitate roadway design and operational decisions based upon explicit consideration of their safety consequences. This manual would greatly strengthen the role of safety in road planning, design, maintenance, construction, and operations decision making. The report will feature:    

           * Synthesis of validated highway research
           * Procedures that are adapted and integrated to practice
           * Analytical tools for predicting impact on road safety

2009 Highway Safety Improvement Program (HSIP) Annual Report

This report was submitted to the Florida Division of FHWA in September 2010.  Follow the link to access the final report in Word document format, along with subfolders per district, to access maps showing the location for the Transparency Report.  The Transparency Report contains lists referencing locations for high crash (top 5%) segments and intersections for state-maintained, locally-maintained and High Risk Rural roads.
