Who We Are

Located within the Office of Modal Development in the Florida Department of Transportation (FDOT), the Freight & Rail Office (FRO) represents the RAIL and MOTOR CARRIER modes. Our office plays a critical role in meeting the challenges of continuing population growth and a rapidly diversifying economy, while aiming to improve the efficiency of goods-movement throughout the state of Florida.

What We Do

With RAIL, we perform rail safety inspections, fund priority crossing signal improvements and capacity improvements, eliminate corridor hazards, conduct technology evaluation and research, provide crossing inventory and quality assurance, and consistently seek out projects to promote safety and awareness.

With MOTOR CARRIER, we facilitate efficient truck flows on highways, ensure access to freight hubs through the "last mile", address intermodal access between trucks and other modes, and overall, balance safety and efficiency.

Where We Are

The FRO is located in FDOT’s Central Office in Tallahassee. This office is primarily dedicated to policy/procedure/plan development, quality assurance, and technical assistance. Throughout the state, the FDOT District offices provide integral support with day-to-day operations, and rail inspectors perform safety inspections to ensure compliance.
