  • Design
    Dedicated to the production of the plans and specifications necessary to implement the Department of Transportation's Work Program.   • Emergency Management
    FDOT Emergency Management, a vital element of the State Emergency Response Team, is responsible for preparing for, responding to, recovering from and mitigating against emergency situations that affect the state's inter-modal transportation systems.     This section sets policies, procedures and maintains estimating systems in support of statewide estimating processes.   • General Counsel
    The Office of General Counsel is the statewide legal office for the Department of Transportation. It provides legal advice and representation to all of the Department's programs and administrative staff throughout Florida. The lawyers of the Office of General Counsel provide legal counsel to the Secretary, the Florida Rail Enterprise, the Florida Turnpike Enterprise, management and all Department employees through 9 locations.   • Local Agency Program
    The Department contracts with Local Agencies to develop, design, and construct transportation facilities using Federal funds.   • Outdoor Advertising
    The Florida Department of Transportation is responsible for controlling ODA signs on the National and State highway systems.   • Pavement Management
    The Pavement Management Section will provide the analysis tools, procedures and technical assistance through well coordinated pavement management and design systems to enable the districts to put the right pavement in the right place at the right time.   • Planning
    Is responsible for the development and management of the department's responsibilities in policy planning, systems planning, transportation statistics and environmental management.   • Procedural Documents

  • Procurement
    The Florida Department of Transportation (FDOT) Central Procurement Office is responsible for acquiring professional consultant services (engineering, architecture, landscape architecture, surveying & mapping, planning, and right of way acquisition), contractual services, and commodities related to the state highway systems.     The Project Management section maintains the Standard Scope of Work and Staff Hour Estimation Guidelines for procuring design and Project Development and Environmental (PD&E) services.   • Public Transportation

    The Rail Office is responsible for assisting in the development of Florida's rail system, both passenger and freight.   • Research Center
    The Research Center oversees the Florida Department of Transportation's research program. Its mission is to improve and protect Florida's transportation system through the ethical scientific conduct of research that increases global knowledge of products, processes, and practices; to transfer information; and to encourage the implementation of research results. The Research Center contracts with state universities and other research service providers to perform research in all areas of transportation. It also participates in pooled fund studies with other state transportation agencies and contributes to national studies on subjects of benefit to Florida.   • Right of Way
    The Office of Right of Way has a primary mission of acquiring the real property necessary for the construction of transportation facilities.   • Roadway Design
    The Roadway Design Office develops and provides policies, procedures, training, criteria and standards for the design of Florida roadways.  For more information please visit the Roadway Design Web site.
  • Safety
    Our mission is to continually improve the safety of users of Florida's highway system, the safety of department employees, and the department's preparation for, response to, and recovery from natural and man-made emergencies.  The Safety Office consists of the following sections:  federal highway safety grants, crash data, bicycle pedestrian program, Safe Routes to School Program, emergency management, crossing guard train the trainer, and employee health and safety.  For more information please visit the Safety Web site.
  • Seaport
    The Seaport Office is responsible for assisting in the development of Florida's 14 deepwater seaports through coordination of various planning activities and funds with the Florida Seaport Transportation and Economic (FSTED) Council and the staff for Florida Ports Council (FPC).   • Specifications
    The Specifications section handles the process of specification development, and provides the implemented specifications workbook to the districts specification offices for specifications package preparation.   • Structures Design
    The Florida Department of Transportation's Structures Design Office provides design guidance and assistance in support of the FDOT Mission resulting in safe, efficient and aesthetic structures.  For more information please visit the Structures Design Web site.
  • Surveying & Mapping
    The Surveying and Mapping Office provides Aerial Surveying, and Geographic Mapping production services in support of Florida's transportation system, other State Agencies and local governments.   • Traffic Engineering and Operations Office
    Traffic Engineering and Operations is responsible for several program areas such as Traffic Engineering Studies, Signing and Operations.  In addition, Traffic Engineering and Operations is responsible for the certification of traffic control signal devices and ITS devices purchased and installed in the state.  Other key programs are the Intelligent Transportation Systems Program (ITS), the Statewide Incident Management Program, Safe Mobility for Life Program, and the Commercial Vehicle Operations Program.  For more information please visit the Traffic Engineering and Operations Office Web site.
  • Traffic Information
    To provide statistical traffic information regarding Florida's State Highway System. Located on the map are designated traffic monitoring sites where historical statistics can be reviewed.   • Transit

  • Transportation Disadvantaged
    The State of Florida Commission for the Transportation Disadvantaged is an independent commission housed administratively within the Florida Department of Transportation.   • Utilities
    This office develops and maintains rules, policies, procedures, forms and agreements for utility accommodation on FDOT Right-of-Way and monitor their implementation.   • Value Engineering
    Value Engineering strives to improve the value of project, product or service through the application of a systematic process by a multidisciplinary team. For more information please visit the Value Engineering Web site.
  • Work Program
    The Office of Work Program (OWP) is responsible for the development, review and administration of the department's 5 Year Work Program consistent with applicable laws, policies and procedures. OWP is also the primary liaison with Federal Highway Administration (FHWA) on matters relating to the financial administration of federally funded projects, and also develops the department's annual Obligation Authority Plan. OWP develops the statewide letting plan and monitors the production of projects as they progress to construction. OWP is responsible for preparing and presenting monthly Performance and Production Reports at the Department's Executive Board Meetings. OWP manages and provides support and training for the Financial Management (FM) systems which are utilized for project management and record keeping, and serves as liaison to the Office of Information Systems (OIS) to define enhancements and maintenance needs for those systems.  For more information please visit the Work Program Web site.
