section sets policies, procedures and maintains estimating systems in support of statewide estimating processes. Functions include reviewing the estimates in the

The Office of General Counsel is the statewide legal
office for the Department of Transportation. It provides
legal advice and representation to all of the

Responsible for the
administration of federal grants, modal planning, policy

The Rail Office is responsible for assisting in the
development of Florida's rail system, both passenger and
freight. The office is responsible for developing and
implementing the Florida Rail System Plan, rail safety,
rail project development/management, rail research and

The Research Center oversees the Florida Department of Transportation's research program. Its mission is to improve and protect Florida's transportation system through the ethical scientific conduct of research that increases global knowledge of products, processes, and practices; to transfer information; and to encourage the implementation of research results. The Research Center contracts with state universities and other research service providers to perform research in all areas of transportation. It also participates in pooled fund studies with other state transportation agencies and contributes to national studies on subjects of benefit to Florida. The Office of Right of Way has a primary mission of acquiring the real property necessary for the construction of transportation facilities. Our mission is to continually improve the safety of users of Florida's highway system, the safety of

Traffic Engineering and Operations is responsible
for several program areas such as Traffic Engineering
Studies, Signing and Operations. In addition, Traffic

certification of traffic control signal devices and ITS

To provide statistical traffic information regarding Florida's State Highway System. Located on the map are designated traffic monitoring sites where historical statistics can be reviewed. In the event of an emergency (hurricane, wildfire, etc.) current observed traffic data will also be displayed.

- Work Program
The Office of Work
Program (OWP)
is responsible for the
development, review and administration of the
department's 5 Year Work Program consistent with
applicable laws, policies and procedures. OWP is also
the primary liaison with Federal Highway Administration
(FHWA) on matters relating to the financial
administration of federally funded projects, and also
develops the department's annual Obligation Authority
Plan. OWP develops the statewide letting plan and
monitors the production of projects as they progress to
construction. OWP is responsible for preparing and
presenting monthly Performance and Production Reports at
the Department's Executive Board Meetings. OWP manages
and provides support and training for the Financial
Management (FM) systems which are utilized for project
management and record keeping, and serves as liaison to
the Office of Information Systems (OIS) to define
enhancements and maintenance needs for those systems.
