Local Agency Program Reports
The
Real Estate Acquisition Guide, published by FHWA, is intended to
serve as a basic reference for local public agencies and others who
receive Federal-aid highway funds for projects involving the
acquisition of real property. Typically, the Federal Highway
Administration (FHWA) provides funds to State governments who carry
out highway projects. These funds are used to support activities
related to building, improving, and maintaining designated public
roads. In some circumstances, the States pass on the funds to local
governments or private entities. Eligibility to receive Federal
funds depends upon compliance with Federal laws, regulations, and
policies. State and local governments often have additional
requirements that apply.
The Contract Administration Core Curriculum Participant's Manual and
Reference Guide was assembled by Federal Highway Administration
(FHWA) as a part of their Federal
Aid Contract Administration course. The curriculum facilitates
gaining an understanding of the contract provisions, administrative
procedures, and applicable policies related to Federal-aid design
and construction contracts. This curriculum will help the reader to:
- Review construction contract provisions and contracting procedures
for conformance with Federal-aid requirements,
- Show an improved ability to discuss construction contract
administration issues,
- Research FHWA policy via statutes, regulations, and directives in a
systematic manner, and
- Use fraud indicators to detect the possibility of fraud.
The
Local Agency Program (LAP) Specifications Guidelines provides
guidance on the specifications to be included from the Standard
Specifications for Road and Bridge Construction and provides
clarification on how to prepare the administrative portion of
contract documents for On-System LAP projects.
LAP Construction Oversight Plan - The Construction Oversight
Plan discusses the required actions for LAP participants to
construct LAP projects that are in compliance with the applicable
Federal and State requirements. The Plan centers around the
Construction Checklist, Statewide Critical Requirements and Quality
Assurance Reviews.

Advisory Memorandum 07P-0002 Local Agency Program (LAP) – Final
report on the review of the Local Agency Program (LAP) completed in
conjunction with the Federal Highway Administration (FHWA) and the
FDOT Office of the Inspector General. FHWA focused on the compliance
with engineering and financial federal-aid requirements and the OIG
review focused on LAP compliance and program administration
activities.
