Certified Local Agencies are responsible for the day-to-day
administration and oversight of LAP projects. The Local Agency may
deliver the projects through the use of its own forces or through the
use of a consultant or contractor. In accordance with 23 Code of Federal
Regulation Part 635, the work administered by the Local Agency must meet
all applicable Federal requirements. The Local Agency must be adequately
staffed and suitably equipped to undertake and satisfactorily complete
the work. The Local Agency shall provide a public employee that is in
responsible charge of the project.
LAPIT enables the Local Agency to document its compliance with the
applicable Federal regulations through electronic document submittals,
thereby reducing the amount of paper work involved in the LAP process.
Additionally, project requirements are enumerated within LAPIT so that
each project's requirements are well documented. Local Agencies are able
to respond to comments from a single source rather than responding to
the same comments in multiple instances. LAPIT enables Local Agencies to
obtain project approvals online and view the status of each project as
it progresses. Project financial information such as project funding
balances and expenditures are available at the click of a button.
