Local Agency Program - Becoming Certified

To become certified to operate under the LAP must submit a packet of information to the District Local Agency Program Administrator. That information consists of the following:
 

  • Two copies of the Local Agency Certification Qualification Agreement. (Form No 525-010-33)
     
  • Complete the Federal Requirements LAP Checklist for Administrative Operations (Form No 525-010-43)
     
  • The Agency's Organization Chart
     
  • Narrative addressing the agency's qualifications in the specific areas where certification is requested; namely, planning, right-of-way, design, estimates, construction, environmental assessments, bid and award, consultant selection, financial systems, and capability of matching Federal funds
     
  • A transmittal letter signed by an appointed or elected official of the Local Agency.


  • Copy of latest Single Audit Report.

After receiving the above information, the District Administrator and a task team will conduct an interview with the Local Agency's administrators to determine if the Agency is capable of administering an FHWA-funded project. The District Administrator will utilize a Task Team approach to evaluate Local Agency's qualifications.

The Task Team will be comprised of FDOT employees with expertise in the specific area's where certification is requested and be present at the interview. Past performance, current staffing, overall capability, and knowledge of Federal and State requirements will be considered in the determination of Local Agency Certification. Based on the interview and information provided, the District Administrator will consider the following options
