Question: I am a vendor.  How do I get on your list to do work for the Department of Transportation?

Question: I am a DBE (Disadvantaged Business Enterprise), how do I become qualified/certified.  I may also need to get qualified as a consultant or contractor.

Answer 1:

 The Professional Services Office prequalifies firms in the following areas of work: engineering, surveying and mapping, architecture, landscape architecture, planning, appraisal, and right of way acquisition and management.  The Prequalification Form can be downloaded from our Forms page. To learn more about Professional Services, please visit the  "Doing Business With Professional Services" link.. You will also need to review Rule 14-75 for a complete description of the qualification process., and the minimum technical qualification standards by type of work for professional services (Section 14-75.003 of Rule 14-75). Rule 14-75 is available on the Publications page. If you are applying for major or unlimited qualification status (which means that you can pursue professional services projects above $250,000), you will need to submit an overhead audit prepared by an independent CPA. The audit must be performed in accordance with the Reimbursement Rate Guidelines also available on the Publications page. If you are a Construction Contractor, you need to apply for qualification through the Contracts Administration Office.

 Go to the Equal Opportunity Office site for information on DBE certification. For prequalification as a Contractor or Professional Services firm, see the answer to question #1 above.

Answer 4:

 1)Unlimited - Overhead audit is required along with professional liability insurance, qualifying personnel and resumes. 2)Minor projects only - No audit is required. Qualifying personnel, resumes, and professional liability insurance are required. Limited to work not to exceed $250,000.00. Self-certified audits are optional.

Answer 5:

 The process takes up to thirty days. After this time, you can contact us via e-mail or by calling 850/414-4477.  For more information, see Question 6.

Answer 6:

 We have thirty days to process the application. The qualification evaluators have up to 2 weeks to review and return the applications to this office.

Answer 7:

Yes you may reapply. You may wish to revise your resumes with more detailed descriptions of your qualifying staff's  involvement on the projects listed.

Answer 8:

1)Certificate from the Department of State, if your firm is a Florida corporation 2)Certificate from the Board of Professional Regulation for Architects, Landscape Architects or Surveyors or from the Board of Engineers for Engineering firms 3)Do you have a new FEID (Federal Employee Identification) number? If so, you will need to alsoprovide it. 4) A new certificate of Professional Liability insurance.

Answer 9:

 Notify the Department immediately of any changes in qualifying staff. We will need a new resume for the replacement person or you will lose your prequalification in that work type.

Answer 10:

Yes. If you are in the process of qualifying and your application was received by the Response Due Date, your Letter of Interest will be accepted.

Answer 11:

Tell us who the company is and the effective day of acquisition. If you have an existing contract with us, we will have to do an "Assignment Agreement" assigning all current contracts to the company that purchased the firm. We will send you a new prequalification letter if work groups were added.

Answer 12:

 The Internet is updated once a week (usually by Monday afternoon). Firms that are prequalified after the update will not appear until the following week.

Answer 13:

 We do not have an approved list as ANY CPA can perform an overhead audit as long as it is in accordance with our Overhead Guidelines.
