1. Traffic Safety Trends: State Legislative Action 2012 - This report summarizes and examines 2012 state laws addressing safety issues, including occupant protection, distracted driving, driver licensing, impaired driving, aggressive driving, speed limits, motorcycle helmets, automated enforcement, school bus safety, and pedestrian and bicycle safety.
2. The Effect of Public-Private Partnerships and Non-Traditional Procurement Processes on Highway Planning, Environmental Review, and Collaborative Decision Making - This report assesses the interplay between the use of public-private partnerships (P3s) and the transportation and environmental planning processes in order to identify how and when P3s should be considered.
3. A New Alignment: Strengthening America’s Commitment to Passenger Rail - This report examines key trends of passenger rail in America today. It assesses national rail travel trends over time, looking at passenger data since 1997; disaggregates those national passenger statistics to uncover the specific metropolitan areas generating the majority of travel; analyzes routes based on their length, examining both ridership and financial performance; and synthesizes these findings into a series of federal implications and implementable recommendations for policymakers.
4. Underground Engineering for Sustainable Urban Development (Signin required)- This report summarizes current geological and geotechnical engineering knowledge about underground development in the urban environment and how utilization of underground could increase sustainability, and identifies the research needed to capitalize on opportunities for enhancing sustainable urban development through underground engineering.

   • Transportation Performance Report - This report provides a snapshot of Pennsylvania transportation system’s current status, performance within current resources, and potential for progress as the state moves forward.
   • America’s Energy Resurgence: Sustaining Success, Confronting Challenges -- This report provides background and context, describing in greater detail the trends and developments that have contributed to the “good news” energy story of the last decade, along with the challenges that remain; and covers policy recommendations to pursue a diverse portfolio of energy resources, improve energy productivity, accelerate energy innovation, and overhaul federal interventions in energy markets.
   • 15 Ways to Rethink the Federal Budget - This compilation of papers takes on a wide-ranging set of topics. Among the 15 proposals are immigration, transportation, health care, and tax reform.
   • Fulfilling the Promise of U.S. Offshore Wind: Targeted State Investment Policies to Put an Abundant Renewable Resource within Reach - This paper advises states how to put in place targeted investment policies that provide the revenue certainty and debt capacity necessary to make offshore-wind projects viable and attractive to the equity and debt investors that comprise the sector.
