construction best practices concerning 1) implementation of new or innovative ideas to convert necessary
work activities to effective nighttime production; 2) proven safety processes; 3) development of
communication strategies (both external and internal); and 4) work-zone illumination methods,
including a list of new and innovative lighting equipment with associated advantages and disadvantages.

in an Evolving Field - This paper documents the incremental changes in municipal planning and
transportation departments that have enabled transformation, and it provides a blueprint for other agencies
that seek to spur similar changes in their own cities.
