  1. Model-based Transportation Performance: A Comparative Framework and Literature Synthesis - This report compares performance measures recommended to achieve desired goals and reviews the literature to determine the degree to which these measures have been implemented and what they indicate about the relative effectiveness of land-use, transit, and automobile pricing policies.
  2. Multimodal and Corridor Applications of Travel Time Reliability - This report explores ways to enhance the state’s current freeway travel time reliability method, develops a new arterial travel time reliability method, and proposes a framework for considering travel time in a multimodal context.
  3. Going the Distance Together: A Citizen’s Guide to Context Sensitive Solutions for Better Transportation - This guide is written to help the citizens ask the right questions at the right time to ensure that transportation projects fit the context of their community. Topics include transportation and the quality of life; the foundation of context sensitive solutions; shaping transportation decisions; understanding professional responsibility and design flexibility in project design; and partnerships through collaboration.
  4. Tort Liability Defense Practices for Design Flexibility - This research focuses on tort liability defense practices and cases involving the exercise of discretion in design and explores the concept of discretion as a defense to government tort liability.
