About

FDOT's 2009 Quality/Level of Service Handbook and accompanying software are intended to be used by engineers, planners, and decision makers in the development and review of roadway capacity and quality/level of service at planning and preliminary engineering levels. This edition of the Handbook includes updates in analytical techniques from recent research, updated generalized service volumes, and more cost-effective methods for gathering key input data.


 
 
Transitional Information

FDOT plans to implement the 2010 Highway Capacity Manual (HCM), Standardized K factors and make any necessary updates to Level of Service standards simultaneously. Full transition is expected by the conclusion of 2012.


Level of Service and Future Traffic Forecasts Information by District

In support of the Strategic Intermodal Systems (SIS) Planning Process and other statewide planning applications, each District prepares Level of Service (LOS) and Future Traffic Forecasts. These databases are maintained by the Districts for coordination efforts.
