Florida's Congestion Management Process

 

Chapter 339.177, Florida Statues requires the Department, in cooperation with the twenty-six metropolitan planning organizations (MPOs) in the state of Florida, to develop and implement a traffic congestion management process for managing programs and systems.

What is a Congestion Management Process (CMP)?

 

Congestion is the level at which the transportation system performance is no longer acceptable due to traffic interference. Federal legislation, specifically SAFETEA-LU, requires the transportation planning process to address congestion management through a system that provides for effective management and operation. Each metropolitan planning organization must have a Congestion Management Process to manage congestion by identifying problem corridors and deciphering strategies to mitigate congestion.

Congestion Management Process Objectives

 

CMP objectives are to develop performance measures that assess multimodal transportation system performance, identify and analyze causes of congestion, collect data and develop strategies, then monitor performance and effectiveness of implemented actions.

FDOT and Metropolitan Planning Organizations (MPOs) Coordinated Efforts

 

The Florida Department of Transportation’s Systems Planning Office coordinates the Congestion Management Process efforts of the twenty-six MPOs through:

  1. Serving as a clearinghouse for national and state MMP strategies and best practices.
  2. Holding at least one annual meeting to showcase best practices and provide guidance.
  3. Providing training in conjunction with the Federal Highway Administration and others.
  4. Providing technical assistance.
  5. Supplying staff support for statewide steering committees.
