The SIS Steering Committee
submitted their consensus recommendations for system designation in their final report to the Florida Legislature in December 2002. (See the final report overview slide presentation (PDF - 2,327 kb).)
The Steering Committee recommendations for system facilities designation were the basis for the initial SIS legislation enacted by the 2003 Florida Legislature.
The initial draft of the Steering Committee's recommendations report was based on
Steering Committee drafting groups recommendations and took into consideration
public input, primarily from the public workshops that were held in Sept.
and Oct 2002. The Steering Committee reviewed this draft at their Nov. 22, 2002 meeting, where the drafting groups met to refine, redraft and develop new recommendations for a final draft report.
A draft final report was posted for review on Nov. 27, 2002. Proposals for
amendments and revisions to this draft final were submitted by Steering Committee members on a standardized amendment
form. The Steering Committee discussed the proposed amendments and revisions at their Dec. 12, 2002 meeting. The
approved amendments were worked into the final Recommendations Report.

The only significant changes to the December 12, 2002 draft are:
- Incorporation of amendments approved at the Dec. 12, 2002 SIS Steering Committee meeting;
- The addition of a short "Executive Summary", along with the renaming of Section 1.0 from "Summary of Recommendations" to "Findings and Recommendations";
- The inclusion of a figure in the new Executive Summary that shows both SIS and Emerging facilities on a single map, and the inclusion of a table that shows both SIS and Emerging minimum size criteria and thresholds on a single page; and
- The addition of two appendices entitled "F. Majority Opinions Not Adopted by Committee" and "G. Selected State-funded Transportation Programs Targeted for Counties and Rural Economic Assistance".
