The first phase of establishing a Strategic Intermodal System for Florida began in February 2002 with the organization of a Steering Committee and
ended in January 2003. The SIS Steering Committee was formed to develop recommendations for SIS goals and principles, criteria and thresholds for
designating SIS facilities, and initial guidance on institutional and financial issues related to SIS implementation.
The SIS Steering Committee final recommendations were submitted to the FDOT Secretary in a final report in December 2002. The Steering Committee recommended
criteria and thresholds for two types of SIS facilities, "Hubs" and "Corridors", with the anticipation that intermodal "Connectors" between
these Hubs and Corridors would be identified in future SIS development phases. The Committee also recommended the designation of "Emerging"
SIS facilities - facilities that currently do not meet the adopted criteria and thresholds, but may be candidates for future inclusion in the SIS.
In 2003, the Florida Legislature passed a law that officially established the Florida Strategic Intermodal System. The Steering Committee's recommended
criteria for initial system designation were adopted by reference in the law.

SIS Phase 1 Background
The brochure summarizes the recommended facility and corridor criteria and includes a map of Florida showing the proposed initial system of SIS and Emerging
SIS Hubs and Corridors. The Steering Committee also recommended a process for handling future changes to system designations.
The Steering Committee actively sought out public and partner input as they developed their recommendations. They also received technical assistance from the FDOT
Multimodal Team and other FDOT and partner technical advisors.
