The Community Renewal Act (Senate Bill 360, Chapter 2009-96, Laws of Florida) designates Transportation Concurrency Exception Areas (TCEAs) in local
governments qualified as Dense Urban Land Areas (DULAs). The Act exempts TCEAs from adopting the FDOT level of service standards for the Strategic Intermodal
System. Each of the DULA cities is a TCEA pursuant to the Act. In each of the eight DULA counties, TCEAs
include the non-rural area of a county which has adopted into the
county charter a rural area designation or areas identified in the
comprehensive plan as urban service areas or urban growth boundaries
on or before July 1, 2009. There are two exceptions: Miami-Dade
County in its entirety and designated transportation concurrency
districts in Broward County.
The Act also exempts many DULAs from the Development of Regional Impact (DRI) review program. However, some DULAs are not exempt from DRI review including
those areas within the Wekiva Study Area, within an Area of Critical State Concern and within 2 miles of the Everglades Protection Area.
In order to assist statewide partners, the FDOT Systems Planning Office has mapped DULAs in non-DRI exempt areas.
