Transportation Performance Reporting in Florida

About

The Florida Department of Transportation (FDOT) has reported on the performance of Florida's transportation system and the performance of our agency for many years in various reports. This new Web page has been developed to provide easy access to such information and serve as a central location for reporting the latest information available. The Performance Measures Framework in which FDOT operates can be described in three dimensions:

  • How We Report On What We Are Accomplishing
  • How We Are Being Measured By Others
  • How We Measure Ourselves On An Ongoing Basis
Transportation Goals and Objectives

The 2025 Florida Transportation Plan (FTP) identifies the Long-Range Goals and Objectives being used to guide transportation decisions in Florida over the next 20 years. These goals and objectives address:

  • how Florida's transportation system can meet the mobility needs of our growing population, help make our economy more competitive, help build great communities, and help preserve our natural environment,
  • how to ensure that our transportation system is safe and secure in a time of unprecedented public concern,
  • how transportation investments should be focused during a time of constrained funding, and
  • how public and private transportation partners can most effectively work together to make these decisions.

FDOT reviews and updates the short-range objectives being used to achieve the long-term goals and objectives of the Florida Transportation Plan and reports on our progress in meeting these objectives through the Performance Reports linked on this page.

How Does Performance Affect Funding Decisions?

FDOT has a long history of performance improvement to Florida's transportation system. Working with its transportation partners, FDOT establishes goals and plans; develops financial policies; delivers projects; and monitors performance. By linking each of these into a "continuous cycle of improvement", FDOT helps ensure opportunities for improvement are recognized and implemented.

Establish Goals and Plans
This continuous cycle of improvement starts with goals and plans, which provide strategic guidance for department decision-making. Key plans include the Florida Transportation Plan, which is essential to linking all FDOT plans to partners' plans; the Strategic Intermodal Systems Plan; and individual modal plans.

Develop Financial Policies
Goals and plans are then linked to the department's Work Program and legislative budget request by the Program and Resource Plan, which is balanced to estimated revenues through coordination with the Finance Plan and Cash Forecast. The Program and Resource Plan is essential to understanding the major programs of the department, their resource requirements, and what projects they deliver.

Deliver Projects
The department builds, operates and maintains transportation facilities and services in accordance with a Five Year Work Program and a one year operating budget, both of which are updated annually. The Work Program is a five-year listing of all transportation projects and associated costs planned by the department for each state fiscal year.

Monitor Performance
The department evaluates its performance through the Annual Performance Report. This report documents the department's short-range objectives and strategies to implement the goals and long-term objectives of the Florida Transportation Plan.

Other Performance Activities
  • Customer Satisfaction Survey - Since 2000, the department has been asking our residents, visitors, transportation partners and businesses to tell us what we are doing right and what we can do better in providing transportation products and services to them. These survey results help the Department to track our progress in improving customer satisfaction.
  • FDOT's Long Range Program Plan - This plan provides the framework and context for preparing the annual legislative budget request and includes performance indicators for evaluating the impact of programs and agency performance.
  • Performance and Production Review of the Florida Transportation Commission - Pursuant to Section 334.045, Florida Statutes, the Florida Transportation Commission submits its findings of each annual evaluation to the Governor and to the legislative transportation and appropriations committees on the efficiency, productivity, and management of the Florida Department of Transportation (FDOT).
  • FDOT's Performance Management Office - This office is responsible for FDOT's Training and Development programs and those programs supporting the FDOT Business Model.
    • Key Performance Measures - These measures serve as the "dashboard" for the Department's Senior Leaders. Five Key Performance Measures have been adopted: Transportation System Safety, Customer & Market Focus, Production Performance, Transportation System Performance and Organizational Performance
  • 2010 Florida Transit Handbook - This Handbook provides a synopsis of Florida's transit systems and a snapshot of their performance in 2009.
  • Florida Mobility Measures - These measures are used in systems planning and metropolitan planning to identify the location, scale and nature of transportation problems and needs to identify possible solutions to these problems.
  • Quarterly Performance Measures Summary Report of the FDOT Office of Construction - This report summarizes contracts completed on a quarterly basis.
  • Florida Statewide Operations Performance Measures and Data Collection - This report includes statewide data collected for the three output performance measures: annual 511 calls, annual Road Ranger stops, miles managed by ITS, and for the three outcome measures: incident duration, reliability, and customer satisfaction.
  • Public Involvement Research - The department has conducted research to assess and evaluate the practice of public involvement in Florida and to develop performance measures for public involvement.
