Florida Statutes require the Florida Department of Transportation (FDOT) to "adopt policies, rules, procedures, and standards which are necessary for the Department to function properly, including establishing accountability for all aspects of the Department's operations."

Policies of the Florida Department of Transportation are developed within a framework of federal and state statutes, laws and regulations and plans.  This page has been designed to provide an explanation of the framework from which policies of the Florida Department of Transportation are developed.

United States Code - The general and permanent laws of the United States

Federal Statutes at Large - The laws of each session of Congress

Congressional Record - The official record of the proceedings and debates of the United States Congress.

Code of Federal Regulations - The general and permanent rules and regulations of Federal agencies

Federal Register - The official daily publication for rules, proposed rules, and notices of Federal agencies and organizations, as well as executive orders and other presidential documents.
