Economic Stimulus Assistance


This web page will be used to provide information to Disadvantaged Business Enterprises (DBE) firms, as well as prime contractors and consultants concerning the proposed federal economic stimulus funding for transportation. The Florida Department of Transportation (FDOT) has created a webpage to provide updates as they become available, please visit the FDOT Federal Economic Stimulus page.

Economic Stimulus Information Meetings


FDOT has conducted information meetings in each district to ensure that disadvantaged and small businesses are informed of the specific projects that will be funded through these economic stimulus funds.

Please visit the Equal Opportunity Office's (EOO) announcement page to view the meeting agendas and attachments as they become available.

 

DBE Supportive Services


FDOT, through the EOO, has a contractual agreement with the Blackmon Roberts Group to provide managerial and technical assistance to certified DBEs and enhance the firm's ability to obtain and perform effectively on FDOT contracts. The primary goal of the supportive services is to facilitate and promote DBE participation in the Department's highway construction, consultant, and maintenance programs.  All assistance is at no cost to the DBE firms.

Blackmon Roberts Group is available to assist prime contractors and consultants in locating DBEs as well as assisting with soliciting subcontracting opportunities for the prime companies.

Contractor/Consultant Information


As we anxiously await the final decision regarding the American Recovery & Reinvestment Plan by our elected officials in Washington D.C., FDOT would like to ensure that all of our prime contractors and consultants and our sub contractors and consultants are made aware of the opportunities and obligations connected to the highway & bridge portions of this stimulus package.   For the past several weeks, all of our Districts and the Turnpike Enterprise have been developing priority lists of projects to be let throughout the state.  It is important that all of our contractors and consultants remember that these federally funded projects are subject to:  

  • All EEO requirements currently mandated on federally funded contracts.
  • All State of Florida DBE utilization commitment reporting mandated on federal and state funded contracts through the Anticipated DBE Participation form.
  • All actual DBE payments reporting done through the BizWeb online system.  

Stimulus projects awarded during the current federal fiscal year (October 1, 2008 -September 30, 2009) will count towards the FDOT's Federal DBE Utilization commitment goal of 8.1% along with the regularly planned projects.   It is crucial that our prime contractors and consultants diligently and purposefully make every possible attempt to include and use DBE sub contractors and sub consultants on all of our projects during the 2008-2009 year and especially on these stimulus projects.  Even though these projects are "additional" to what was originally in the work plan and will most likely be larger jobs, they will still add to our total jobs awarded and therefore will have a great affect on the DBE utilization percentage.
