Transportation
Enhancement ProgramThe Transportation Enhancement Program (TEP) is a
federal program administered by the Florida Department of Transportation (FDOT). TEP
guidance and direction are provided by the Environmental Management Office, whereas the
selection and implementation of most enhancement projects are handled by the FDOT District
Offices with input from Metropolitan Planning Organizations or County Commissions.
Funding for transportation enhancement projects is provided by the
Federal Highway Administration (FHWA) through the Safe, Accountable,
Flexible, Efficient Transportation Equity Act (SAFETEA-LU). This funding is intended for projects or features that go
beyond what has been customarily provided with transportation improvements. This program
is for projects that are related to the transportation system but are beyond what is
required through normal mitigation or routinely provided features is transportation
improvements. TEP is not a grant program, rather projects are undertaken by project
sponsors, and eligible costs are reimbursed.

- Project Applications for Statewide Funding
The Florida
Department of Transportation (FDOT) Central Environmental
Management Office has accepted applications for candidate
statewide Transportation Enhancement (TE) projects in the past
on an every-other-year cycle, in the spring of the even-numbered
years.
This year,
applications for new projects are not being solicited due to the
limited Statewide funding available. The selection and
programming of projects in the prior cycle (2006) consumed most
of the available funding in the FDOT Work Program. In past
solicitations, about $10 million was available to fund new
projects in the second to fourth years of the new five year work
program. At this time, the available funding is only $2 million
in FY 2013, so it was determined this did not warrant soliciting
new projects at this time. Unless there are program or funding
changes, we anticipate an additional $5 million in the new fifth
year (2014) of the next five year work program. This will
provide a total of $7 million available for a possible
solicitation in 2009 to fund projects in 2013 and 2014. At this
time, a determination to solicit new projects in 2009 has not
been made.
