Environmental Programs and Engineering

Develops and maintains environmental policy, procedures, manuals and guidelines consistent with the Florida Department of Transportation (FDOT) Efficient Transportation Decision Making (ETDM) and Project Development and Environment (PD&E) project delivery processes, as well as statewide planning initiatives. This section provides statewide technical and engineering expertise in all areas related to physical environmental considerations in association with transportation actions in all phases of project development, planning through maintenance. Physical environmental considerations and program areas include air quality, highway noise, water quality and contamination. This section also manages and/or coordinates other FDOT statewide environmental program areas including Transportation Enhancements, Scenic Highways, and Landscape Architecture. This section ensures quality processes are developed and implemented within these disciplines by performing quality assurance reviews, providing training and direction, as well as coordinating with other state and federal agencies, FDOT Districts and others.


Natural and Community Resources

Develops and maintains environmental policy, procedures, manuals and guidelines consistent with the Florida Department of Transportation (FDOT) Efficient Transportation Decision Making (ETDM) and Project Development and Environment (PD&E) project delivery processes, as well as statewide planning initiatives. This section is largely responsible for the maintenance of the PD&E Manual which outlines procedures for adherence to the National Environmental Policy Act (NEPA) and its implementing regulations in addition to applicable state environmental laws. This section provides statewide technical expertise in all areas related to natural and community resource considerations in association with transportation actions in all phases of project development, planning through maintenance. Natural and community considerations and program areas include wildlife and habitat, wetlands and mitigation, historic, archaeological, tribal, socio-cultural and public involvement. This section ensures quality processes are developed and implemented by performing quality assurance reviews, providing training and direction, as well as coordinating with other state and federal agencies, FDOT Districts and others.


Project Screening and Technology

Develops and maintains environmental policy, procedures, manuals and guidelines consistent with the Florida Department of Transportation (FDOT) Efficient Transportation Decision Making (ETDM) and Project Development and Environment (PD&E) project delivery processes, as well as statewide planning initiatives. This section is responsible for the administrative and technology-based functions of the Efficient Transportation Decision Making (ETDM) program. This section is largely responsible for the maintenance of the ETDM Manual which outlines the ETDM process and implementation. It provides general technology resource support for the Office, and is responsible for tracking office reviews of legislative proposals requested by the Legislative Programs Office. This section ensures quality processes are developed and implemented within these disciplines by performing quality assurance reviews, providing training and direction, as well as coordinating with other state and federal agencies, FDOT Districts and others.
