This document was not meant to be a step-by-step tutorial though great care was taken to define as much detail as possible to eliminate any guesswork. This document was created to explain the procedures that one can take to emulate the FDOT processes as close as possible. There will be sections where multiple options are given and it is up to the users to decide what suits their needs the best.
