4. Measurement, Analysis, and Knowledge Management

Senior leadership is responsible for identifying and prioritizing initiatives to provide an effective performance measurement system that aligns and improves performance throughout the organization.

 

The types of data and information to be collected and measured by the department are determined by a variety of sources, including the need to satisfy a legal mandate (law, rule, regulation, etc.) and to respond to internal and external customer requirements.  In general, the decision on what is to be measured is made by the Executive Team with input from upper level managers. 

 

Progress is monitored through monthly reviews of the Performance Report and the five (5) Key Performance Measures (KPM's).

The department’s automated performance measurement system is used to track and monitor key measures for the FDOT. 

Key Performance Measures (KPMs) history:

At the March 2006 Executive Team Meeting the Board adopted five new Key Performance Measures (KPMs) for the department.  These five KPMs contain within them the original 11 KPMs adopted in November 1999 as well as some new strategic measures.  The KPMs serve as the "dashboard" for the department's senior leaders.  While there are thousands of individual measures to monitor processes in the department, the KPMs are those measures of the department's performance essential to determining how well the agency is functioning overall.

 

The original 11 KPM's were:

  1. External Customer Satisfaction

  2. Customer Issues

  3. Employee Satisfaction

  4. System Safety

  5. System Condition

  6. Percent Growth in Alternative Travel Choices

  7. System Performance (level of service on the Florida Intrastate Highway System [FIHS])

  8. Construction Project Time Changes

  9. Construction Project Cost Changes

  10. Delivery of the Work Program

  11. Organizational Effectiveness
