Strategic Intermodal System Plan
The initial SIS Strategic Plan was adopted on January 20, 2005. The plan is accompanied by several
components that were officially adopted with the plan: an implementation guidance document, an atlas
of maps and lists of designated SIS and Emerging SIS facilities (hubs, corridors and connectors), and
a list of resources used to develop and referenced to guide implementation of the SIS Strategic Plan.

Why is this system needed?
The SIS will help Florida respond to several key trends that are shaping the state's economy, and
therefore, the use of the transportation system. These trends include a strong population and economic
growth, a shift toward regional economic centers, lagging economic performance of rural areas, a shift
toward service and information industries, and continued concerns about growth management and environmental
quality.
What will the "SIS" be?
Florida's Strategic Intermodal System will be a transportation system that:
- Is made up of statewide and regionally significant facilities and services (strategic)
- Contains all forms of transportation for moving both people and goods, including linkages that provide smooth and efficient transfers between modes and major facilities (intermodal)
- Integrates individual facilities, services, forms of transportation (modes) and linkages into a single, integrated transportation network (system)
What will will it be used for?
- Targeting expenditures to help the State's economic competitiveness, including increased corridor emphasis in planning and funding projects
- Applying innovative policies and technologies, including Intelligent Transportation Systems
- Clarifying the State's roles and responsibilities on and off this system
- Providing input to the next update of the Florida Transportation Plan (2025 horizon year)
