Traffic Engineering and Operations Office
The purpose of the FDOT Traffic Engineering Manual (TEM) is to
provide traffic engineering standards and guidelines to be used on the State
Highway System. The manual covers the process whereby standards and guidelines
are adopted, as well as chapters devoted to highway signs and markings,
traffic signals, traffic optimization through the use of computer models
(currently removed due to revision), and links to information on our aging
road user program Safe
Mobility for Life).
The TEM is available in electronic format only. Current registered holders of the TEM receive electronic updates when approved changes have been made. If you are not currently registered, please send an email to gail.holley@dot.state.fl.us to get on the mailing list.
The Traffic Engineering Manual is available in one PDF document (link below) where the entire manual or each section can easily be viewed and/or printed. Check the Table of Contents to view the new/revision dates for each section.

Section 2.9, No Passing Zone Signs
Section 3.4, Emergency Traffic Control Signals
