The Florida Department of Transportation's Policy No. 000-525-015
requires that new interchanges or modifications to existing interchanges on
Strategic Intermodal System (SIS) limited-access facilities be minimized.
Any proposed interchanges must follow the process, and the analysis and
documentation requirements established in the Department's Interchange
Justification Procedure.

applicant and Department staff in the development and review of interchange proposals.

Interchange Justification Procedure
FDOT Procedure No. 525-030-160
documents the required state and
federal processes, procedures, technical standards, and analysis techniques that must be
used in the preparation of an Interchange Proposal (Interchange Justification
Report, Interchange Modification Report, or Interchange Operational Analysis Report).
The department requires full compliance with this procedure for consideration of an
interchange proposal. However, full compliance does not ensure approval of the
proposal. The department will evaluate each interchange proposal on its own merits considering
the need, along with engineering, operational, safety, environmental, and financial
criteria. The Federal Highway Administration (FHWA) is the ultimate approval
authority for all interchange proposals on the SIS Interstate Highway System.

The Interchange Handbook

to any limited-access facility on the FIHS.
