The Florida Department of Transportation (FDOT) plays an important role
in maintaining mobility for the future in Strategic Intermodal
System Corridors throughout the state. One key element in the
effort is the development of strategic plans for corridors,
incorporating a wide range of alternative actions and modal
opportunities.
Corridor planning studies determine the best way to serve existing and future travel demand.
These studies bring together the goals and expectations of all groups involved in the project.
Corridor studies typically respond to a specific need (high accident locations indicating a safety need,
corridors with high levels of existing or future congestion, significant land-use changes, etc.) and often involve more than one mode.
These studies identify existing and future deficiencies and evaluate alternative solutions.
The recommended alternative(s) usually includes a facility description of environmental, operational, and other impacts (with proposed mitigation, if applicable).
Corridor planning is accomplished using a long-range timeline (at least 20 years).
Corridor planning studies vary significantly in content and coverage; resulting in a
concept that needs further scoping and design to develop into construction project ready for delivery.
This early project definition affects later development elements such as the programming phase and project development and environment phase.
It is important to note the relationship that exists between the various levels of plans and studies.
Some studies are the direct result of a state or district plan that highlights a deficiency within a particular area or corridor.
FDOT recognizes eight basic types of corridor planning studies; two are typically done by the Systems Planning Office:
Corridor Transportation Alternatives Studies and Sketch Interstate Plans.
The Corridor Planning Study process integrates various elements to produce an endorsed design solution.
This process identifies transportation services, determines competing demands, and integrates the findings
into a common vision for the entire transportation system, and supports investment decisions.
Endorsed Corridor Planning Studies provide the following:
- Guidance for decision makers regarding future projects on state routes
- Direction in determining impact mitigation measures for proposed developments
- Inclusion of improvement solutions in the State Intermodal System Plan
- Guidance for interim projects to ensure the progression towards long range objectives
- Coordination with various stakeholders on the future development of the state route
