Aviation and Spaceports Office
The Florida Department of Transportation (FDOT) supports educational outreach efforts through documents such as the Florida Flyer, Florida Aeronautical Chart, and the Florida Airport Directory. The Aviation and Spaceports Office supports educational events such as the Sun ‘n Fun International Fly-In and Expo, the U.S. Sport Aviation Expo, the National Business Aviation Association Annual Meeting and Conference, and the Aircraft Owners and Pilots Association Aviation Summit. The Aviation and Spaceports Office also supports education and training through the Airfield Pavement Inspection Training Course, Airfield Distress Repair Training Course, Stormwater General Permit 62-.341.449 Training, and the Airport Leadership Development program.
Pursuant to Section 332.006(7), FS, the Florida Flyer is a quarterly newsletter published by the FDOT. It provides Floridians and the aviation community timely and important information on general aviation airports, new and innovative ideas, safety topics and other governmental issues. The Flyer provides detailed profiles of public-use airports in Florida, detailing history, community involvement, and the economic impact provided. The Flyer also aims to inform the public on technological innovations that positively affect airport operations in the state, and examples of where such technology is already being employed. The Flyer also provides insight into planning efforts that involve or may affect the Florida airport system, showcases award-winning airports and aviation professionals, and provides a monthly calendar of upcoming aviation event.
Florida Aeronautical Chart
Pursuant to Section 332.006(7), FS, The Florida Aeronautical Chart depicts the location of all the publicly owned and publicly operated airports in Florida. Although the chart is not to be used for air navigation, and the FDOT makes no warranty, expressed or implied, as to the accuracy of information, it is a useful tool for flight planning and is widely used by various entities. The Florida Aeronautical Chart details many facets of the state’s airport system, including any airspace restrictions, the locations of airports with hard surfaced runways and air traffic control towers, heliports and seaplane bases. The Chart differentiates between airports with facilities and those with limited or no facilities, and provides limited information on operational activity by showing areas of ultralight, glider and skydiving activity. The Florida Aeronautical Chart also provides limited details on navigational aids at Florida airports, and shows any obstruction that is over 500 feet in height.
Florida Airport Directory
Pursuant to Section 332.006(7), FS, the Florida Airport Directory displays an aerial view of all public-use, publicly operated airports in Florida. The Directory also contains important information on fly-in airparks, seaplane bases and all private facilities. Data in the Directory comes from an annual public airport inspection and licensing records, private airport registration, and directly from airport owners and managers. Because maintaining and updating this data is a large undertaking, the FDOT makes no warranty, expressed or implied, as to the accuracy of information.
Each airport profile in the Florida Airport Directory includes an aerial image of the airport, contact information, runway and approach details, weather reporting capabilities, and the availability of airport services.
Sun ‘n Fun International Fly-In and Expo
The Sun ‘n Fun International Fly-In and Expo, held annually at Lakeland Linder Regional Airport, is the second largest airshow in the world and the largest convention in Florida. Founded in 1974, Sun ‘n Fun now hosts over 200,000 visitors, 500 exhibits and 4,500 aircraft, while offering numerous classes and forums.
Pursuant to Section 332.001(2), FS, the FDOT has historically staffed an exhibitor booth at Sun ‘n Fun to market Florida as a state rich in aviation, friendly to aviation industry participants, and to promote flying, flight training, education and careers in Florida. Staff from the Central and District offices have used this valuable opportunity to meet with the public and to answer their technical questions regarding aviation and airports in Florida. This annual aviation event is also an effective venue to distribute the Florida Airport Directory and the Florida Aeronautical Chart, which are highly regarded by the aviation community.
U.S. Sport Aviation Expo
The U.S. Sport Aviation Expo is held annually at Sebring Regional Airport and is the largest show dedicated to light sport aircraft in the nation. Founded in 2004, Expo has grown to an event of over 16,000 visitors and 300 volunteers. Expo regularly features new aircraft types, engines, propellers, and other associated technology. Attendees are given opportunities to test the aircraft featured at the show, and in 2012, test flights resulted in the sale of over 40 aircraft.
Pursuant to Section 332.001(2), FS, Staff from the Aviation and Spaceports Office have used this valuable opportunity to meet with the sport aviation enthusiasts and the general public to answer their technical questions regarding Florida’s system of private and public airports. This annual aviation event is also an effective venue to distribute the Florida Airport Directory and the Florida Aeronautical Chart, which are highly regarded by the aviation community.
National Business Aviation Association Annual Meeting and Convention
The National Business Aviation Association (NBAA) was founded in 1947. Based in Washington, DC, it is the leading organization for companies that rely on general aviation aircraft to help make their businesses more efficient, productive and successful. NBAA represents more than 8,000 companies and provides more than 100 products and services to the business aviation community, including the NBAA Annual Meeting and Convention, one of the world's largest aviation trade shows.
FDOT staff use this valuable opportunity to meet with the national business aviation community. Typically in attendance are industry leaders, key operators, and decision makers, providing Aviation and Spaceports Office staff an opportunity to answer questions about Florida’s aviation system, increase awareness of the system’s economic impact, and provide details on development opportunities at Florida airports. The NBAA Annual Meeting and Convention is also an effective venue for FDOT to distribute the Statewide Aviation Economic Impact Study and individual airport profiles, and represent Florida as a leader in aviation.
Aircraft Owners and Pilots Association Aviation Summit
The Aircraft Owners and Pilots Association (AOPA) is the largest and most influential aviation association in the world. It is comprised of nearly 400,000 pilots and aviation enthusiasts in the U.S. The AOPA Summit features over 400 exhibits and allows general aviation aircraft owners, pilots, businesses, students, policy makers, and enthusiasts to interact and view the latest aviation technology, products, services, and aircraft.
The AOPA Summit is a valuable opportunity for FDOT staff to meet with various members of the national aviation community, market Florida as a state rich in aviation and aviation education, and to answer technical questions regarding aviation and airports in Florida. The Summit is also an effective venue to distribute documents such as the Florida Flyer.
Airfield Pavement Inspection Training Course
Pursuant to Section 332.006(4), FS, the Airfield Pavement Inspection Training Course is designed to train participants to become knowledgeable airfield pavement inspectors. Participants receive training in identifying pavement distresses, and calculating the pavement condition index (PCI), both manually and with a computer software program. The course is split into four modules: Course Introduction, Pavement Fundamentals, Pavement Evaluation, and Field Operations.
The Airfield Pavement Inspection Training Course consists of two parts. The first day, 8 hours, will be conducted in the classroom. On the second day, there will be 4 hours of fieldwork. The participants will have the opportunity to join the instructor in conducting actual airfield distress repair on the field. The training information for this course is directly based on the guidelines and procedures from FAA, AC 150/5380-6B.

Airfield Pavement Distress Repair Training Course
Pursuant to Section 332.006(4), FS, the Airfield Pavement Distress Repair Training Course is designed to train participants in becoming efficient airfield distress repair specialists. The course gives a brief overview of general concepts surrounding airfield pavement structure and repair and the FDOT Statewide Pavement Management Program before providing technical education on the processes and methods of repairing airfield distresses. The course educates students in the five categories of airfield pavement distress: cracking, distortion, disintegration, loss of skid resistance, and joint seal damage. The course also provides detailed training on technical repair procedures necessary to fix these pavement distresses, and the appropriate procedure for temporary, permanent, and emergency repairs.

Stormwater General Permit Section 62-341.449, FAC Training
Pursuant to Section 332.006(7), FS, the Stormwater General Permit Section 62-341.449, FAC Training course is designed to help airport staff, engineers, environmental scientists, consultants, and regulators become more knowledgeable of the various reports and analyses recommended in FDOT’s Best Management Practices Manual on stormwater. The course is split into several sections, including Florida Airports and Stormwater Management, Hydrology, Overland Flow and Infiltration, Chemistry and Load, Airport General Permit, Best Management Practices Manual and BMPs, and Permitting.
Airport Leadership Development Program
The Airport Leadership Development Program is offered by the Center for Urban Transportation Research (CUTR) at the University of South Florida (USF) in Tampa. This program was developed to provide a leadership development course that increases the number and effectiveness of emerging and existing aviation leaders in Florida. The course curriculum incorporates a feedback survey to help participants understand their strengths, weaknesses, and areas for improvement. Course material addresses five leadership dimensions facing modern airport leaders: strategic thinking, developing culture, self management, communication, and relationship building. Participants who complete the program are awarded a certificate from USF.
