The Specifications section handles the process of Specification Development, and provides the Implemented Specifications workbook to the Districts Specification Offices for Specifications Package Preparation. They provide assistance and training for both Specification Development and Specification Package Preparation.

Quality Assurance is the responsibility of the Project Review section. We are tasked with conducting regular evaluation of the processes under the oversight of the State Specifications and Estimates Office. They strive to ensure consistent application of statewide policies, procedures and standards among District offices, all in an effort to support the Florida Department of Transportation's (FDOT) Work Program. The processes and work products associated with those policies, procedures and standards are assessed as an indication of compliance therewith.

Process Review and Quality Assurance for projects administered through the Local Agency Program (LAP) are the responsibility of the LAP Project Review Section. They provide technical guidance to aid in the LAP project development process. They coordinate the process review efforts of the statewide Local Agency Program Community of Practice (LAP CoP) group. The items discussed by the LAP CoP typically address district staff and local partner inquiries that are related to the technical aspects of LAP project development. A summary of the findings of the LAP CoP are compiled into topic specific "Asked and Answered" documents (A & A Sheets) which are posted to the LAP Project Review web pages.

The Product Evaluation Section is the initial point of contact for those seeking to introduce manufactured products to the Department, and to provide guidance on the appropriate processes necessary for further action. They also maintain the Qualified Products List (QPL), which is a published list of products that have been evaluated against implemented FDOT Specifications and Standards, and found to be in compliance.

The Estimates section sets policies, procedures and maintains estimating systems in support of statewide estimating processes. Functions include reviewing the estimates in the Department's 5-Year Work Program, conducting post-bid reviews, publishing the Basis of Estimates Manual, providing user support for the Long Range Estimates (LRE) and Trns∙port estimating systems, and producing a variety of cost history reports.
